Headset play

I have had a loose headset for a while now we are talking about a zs they are open bearings I have already tried to tighten my top cap but finally get some slack in my head then greased my mn headset and then the upper bearing turned in inverted now the play is still coming back but slower what is the problem in the cups there are no pits but there is a paint varnish where the bearings in the cups turn
